International task forces

Dr. Drabek has taken part in a number of international initiatives to deal with debt problems of countries, to propose new rules and governance for trade and foreign investment and other international governance issues such reforming the European Union, a reform of international commodity agreements, or bilateral relations of some emerging markets.

  • FONDAD (Think tank, Amsterdam)- debates and makes proposals for reforms of  global financial architecture and rules with particular interest on issues of capital flows, capital account restrictions and financial stability, WTO rules and disciplines. All debates and discussions have been published as Proceedings by FONDAD ;
  • Central European Forum (headed by former French Prime Minister R. Barre and former Polish Minister Foreign Affairs E. Geremek), a co-founder. The original purpose of the Forum was to open up Central and East European politicians and civic leaders to the ideas, values, and mechanism of functioning of the European Union. Subsequently, it became a platform for discussing and even coordinating the countries negotiating strategies;
  • Member of US Task Force on Czechoslovakia (US Congressman Doug Bereuter – Chairman), under   the Transatlantic Council of the USA;
  • Member of the US-Czechoslovak Round Table;  Official Group of American and Czechoslovak economists on the transformation of central planning into market economy;
  • Transition from Central Planning to Market Economy. Dr. Drabek was a member of the International Task Force on Viet Nam,  Group of international experts advising the Vietnamese government on comprehensive reforms of economic policy and institutions in the transition to market economy (1992 and 1993); He was a member of another international task force with similar objectives with regard to Macedonia (2004, see further below), Turkmenistan (under auspices of United Nations, 1999), Tajikistan (under the auspices of International Trade Commission, Geneva, 1997), Ukraine (US Congress, 1996.   • Member of Inter-Parliamentary Conference in Kiev, Ukraine, organized by the US Congress, Group of international experts advising the Ukrainian parliament on the accession of the  country to the  WTO;
  • Member of International Task Force on “Managing Commodity Risks.” ( ongoing task force combining private sector representatives and experts from the World Bank, International Coffee Organization,  UNCTAD and government representatives)
  • Member of Independent Commission for the Reform of Institutions of the European Union”, 1996-98.  The first attempt  in the European Union to reform the EU institutions and legal foundations. The group included top legal and constitutional experts from the EU and politicians from “Old” and                  “New” Europe.
  • Member of International Task Force on “Globalization and Poverty Elimination” – research project of Department of Economics, Liverpool University.
  • Blue Ribbon Commission on Macedonia, United  Nations; A group of international experts advising the Macedonian government on comprehensive reforms  of economic policy and institutions in their transition to market economy and their negotiations of the accession to the European Union;
  • Paris Club Debt Negotiations – Dr. Drabek has also taken part in debt negotiations with member countries of the World Bank. He was a member of the World Bank delegation negotiating debt re-scheduling of Morocco under the umbrella of Paris Club. Similarly, he led the initial World Bank debt negotiations with Vietnam which opened a way for a massive debt rescheduling exercise among donor countries;
